News: Memo details unclear law on public records

In the last City of Aspen election, a lawsuit emerged challenging access to ballot images. The idea was to independently verify the outcome of the election. But the City of Aspen denied access, saying the ballot images could reveal voter identity, jeopardizing voter privacy - a guarantee under the state's constitution.

Now those trying to get access to the ballot images here in Colorado say they want to reform the process, arguing the ballots are the property of the people, not the government. KDNK's Conrad Wilson reports.
